The Student Shadow Program in St. Johns County continues to evolve as a key initiative aimed at fostering youth engagement in local governance. As the program gears up for its third annual session this summer, significant enhancements are being implemented to broaden its reach and efficiency.

The upcoming iteration will notably expand the cohort size, allowing more high school students to participate. This increase addresses the growing interest and demand witnessed in previous years, reinforcing the program's reputation as a valuable educational opportunity. By accommodating more students, the program aims to amplify its impact on civic education and leadership development among the youth in the county.

Additionally, the introduction of an online application system in January 2026 marks a significant advancement in the application process. This digital platform is designed to streamline submissions, making it easier and more accessible for students to apply. The new system is expected to enhance the overall efficiency of the application process, reduce administrative overhead, and increase participation by reaching a broader audience.

The continual annual execution of the program, coupled with these strategic enhancements, underscores St. Johns County's commitment to cultivating informed and engaged future leaders. This initiative aligns with broader community goals of promoting civic responsibility and participation among young citizens.

Increased funding from $30,000 annually to $50,000 annually. A 12-week catering contract amounted to just under $20,000. Twice per year brings it to $40,000. A $10,000 buffer would provide the Office of Public Affairs with the flexibility to enhance the program through additional learning materials and support for departmental activities during the sessions.

St. Johns County has successfully developed and executed a comprehensive Citizens Academy program (SJC 101) that meaningfully engages residents with County government operations and leadership. Following the successful graduation of a pilot class, the County expanded the program to include a Spring 2025 class and a Fall 2025 class, demonstrating the program's scalability and sustainability.

The Citizens Academy now provides participants with structured, in-depth exposure to County departments and Constitutional Officers through 12 weekly sessions, coordinated presentations, facility tours, and direct interaction with subject-matter experts and elected officials. Consistent weekly communications were implemented to support participant engagement, provide clear expectations, and reinforce learning objectives throughout each session.

Program growth from pilot to consecutive full classes reflects strong community interest, effective interdepartmental coordination, and commitment from Constitutional Officers to participate in public education and transparency efforts. Feedback and operational lessons learned from the pilot class were incorporated into subsequent sessions, resulting in improved logistics, refined content delivery, and enhanced participant experience.

Overall, the Citizens Academy has become a robust, repeatable program that strengthens civic understanding, builds trust in County government, and fosters informed community ambassadors. The successful execution of multiple classes positions the program as a long-term engagement tool aligned with the County’s strategic goals of transparency, collaboration, and community connection.

As of Dec. 31, 2025, 69 individuals have graduated from the program, and 184 individuals are registered on the waitlist for future programs. Planning for an SJC 101 Alumni Alliance is ongoing, including a regular e-newsletter from the County Administrator to SJC 101 graduates.
