  1. Designate a lead department or individual to own the initiative. Then, form a small working group that includes representatives from various departments. This group will be responsible for coordinating efforts, analyzing data, and driving the improvement plan forward.

  2. Engage change champions to increase survey participation and gather informal feedback and context around known technology pain points. They can help interpret survey results, validate priorities, and build early momentum by encouraging peers to participate in improvement efforts. Their presence helps foster trust, reduce resistance, and promote a culture of continuous improvement.

During this period, the initiative to improve technology tools and services at St. Johns County has not yet started. This initiative is crucial because it directly affects employee productivity, morale, and service delivery. By tackling technological frustrations and enhancing support, the county aims to boost employee engagement and service quality. The Office of Performance & Transparency is preparing for the 2026 community survey. Moving forward, a lead department and working group should be established to guide these efforts, leveraging change champions to boost survey participation and gather valuable feedback.
