Establish a "Technology Governance Committee" within the Office of Performance & Transparency

  1. Identify the committee’s mission, objectives, and areas of responsibility. This includes outlining its role in setting technology policies and guiding technology investments. 

  2. Select representatives from across departments—such as IT, finance, HR, legal, and operations—who bring diverse perspectives and decision-making authority. Including both technical and business leaders ensures the committee can make balanced, informed decisions.

The establishment of a Technology Governance Committee will coincide with the ERP implementation in 2026. 

The ERP system will serve as the central nervous system for county functions. As such, its success depends not only on technical implementation but also on strong, ongoing governance. A Tech Governance Committee provides the broader oversight needed to ensure that ERP decisions align with the county’s overall technology strategy, cybersecurity standards, and digital transformation goals. 

The Technology Governance Committee is responsible for guiding the county’s use of technology by defining clear policies and procedures, setting standards for technology use and data management, and ensuring alignment with the county’s strategic goals and regulatory obligations. The committee evaluates and approves technology upgrades and system integrations to promote efficiency and interoperability across departments. It also monitors the performance and security of technology systems, ensuring that all initiatives support responsible, secure, and effective use of public resources. Through this work, the committee helps create a consistent, forward-looking approach to technology that supports both operational needs and long-term planning.
